CEO of Cyber Risk International, founder and President of the International Cyber Threat Task Force

Paul C Dwyer is recognised as one of the world’s foremost experts on cyber security, risk and privacy. As CEO of Cyber Risk International he specialises in corporate and enterprise security, development of cyber defence programs, and business operations protection for CRI clients.
With responsibility for the protection of trillions of euros in global money movement and critical infrastructure technologies that protect hundreds of thousands of companies’ and governments’ interests in more than 100 countries.

He has been certified an industry professional by the International Information Security Certification Consortium (ISC2) and the Information System Audit and Control Association (ISACA) and selected for the IT Governance Expert Panel. Approved by the National Crime Faculty and the HTCN High Tech Crime Network.
Paul has worked extensively around the world and his diverse career spans more than 25 years working with military, law enforcement, and the commercial sector. His roles have included:

  • President of the ICTTF International Cyber Threat Task Force
  • Co Chairman of the UK NCA National Crime Agency Industry Group
  • Advisor to NaCTSO (National Counter Terrorism Security Office)
  • Advisor to NATO on Countering Hybrid Cyber Threats
  • Advisor to UK Defence Committee DEFCOM in Parliament
  • Deputy Chair – Organised Crime Task Force Industry Group – NI
  • Interim Global CISO for numerous multi national organisations
  • Advisor to numerous governments and intelligence agencies

A prolific contributor to the industry and media, Paul is a professional public speaker and industry evangelist. He has also authored a number of industry works including a book aimed at boards of director entitled - “The Art of Cyber Risk Oversight”.
As an industry networker Paul is a member of a number of distinct groups including the IoD (Institute of Directors), IIEA (Institute of International and European Affairs) and the IRM (Institute of Risk Management).
As an accomplished serial entrepreneur he has successfully built a number of security practices in the UK & Ireland and in 2016 was identified by Business and Finance as one of Ireland’s Top 100 CEOs.
Paul started his career as a technical networking specialist, he then specialised, trained and qualified in a number of disciplines including but not limited to ethical hacking, forensics, international management systems, risk management, business continuity, international governance frameworks, financial service regulations, cyber laws and project management.

Paul is a native of Dublin, Ireland, lives there with his wife, daughter and Bernese mountain dog children.

“The Art of Cyber Risk Oversight” is a new book by internationally respected information security practitioner and advisor, Paul C Dwyer.

CEO of Cyber Risk International, founder and chair of the International Cyber Threat Task Force, and advisor to law enforcement and government both here and abroad, Dwyer is an outspoken advocate for information sharing in information security. Having highlighted through his investigative work how the blackhats work together to share information, Dwyer has campaigned to get organisations, IT pros, vendors and every other stakeholder to come together and share experiences to combat the rising tide of cyberthreats. The book is described as a C-Suite guide to cyber risk, and draws on the work of ancient Chinese visionary Sun Tzu, and his timeless book “The Art of War”.

“My objective in writing this book is very clear,” said Dwyer, “I wish to inform a senior business audience on what the cyber risk landscape is comprised of today and what they can do to protect their organisations in developing a cyber risk oversight strategy. Aimed at a very busy audience, I have kept this work as concise and focussed as possible.” The book is divided into two sections, the first dealing with challenges from a cyber risk landscape perspective, detailing threats and their origins, in simply language for the business leader.

International Cyber Threat Task Force

The ICTTF International Cyber Threat Task Force was formed in 2010 as a not for profit group with the objective of increasing cooperation, intelligence sharing via a virtual online cyber security community.
The concept of “It Takes a Network to Defeat a Network” rapidly took hold and the ICTTF organically developed into 1,000’s of online members from over 100 countries. Many of these countries hosted local chapter meetings and utilised the portal www.icttf.org to coordinate their activity.
